We would like to inform you that our company has received clarification from the Ministry of Labor and Social Protection of the Russian Federation regarding the amendments from March 1, 2024 of the minimum wage for HQS.

Due to this situation, many employers had a question: what amount must be indicated in the quarterly notification for the 1st quarter of 2024 (this notice of the amount of wages paid to HQS will be submitted from April 1 to April 30, 2024) and maintain the status of HQS and avoid possible fines for violations of the procedure for attracting foreign workers in this status.
In these clarifications of the Ministry of Labor and Social Protection of the Russian Federation, it is recommended that, due to the fact that the provisions come into force on March 1, 2024, you comply with the minimum wage in the amount of 750,000 rubles per quarter when you submit a notification for the 1st quarter of 2024. This salary amount must be paid in the period January-March.

In connection with the reliable information received, we recommend that during the specified period:1. Bring the total salary of HQS into compliance with the minimum level of 750,000 rubles per quarter starting from January 2024. IMPORTANT: this amount is indicated cumulatively for the quarter (not monthly as it was in the previous edition of Law 115 Federal Law)
2. If it is impossible to fulfill these requirements, we recommend considering the issue of transferring foreign specialists to a regular work permit for a period of 1 year (under this procedure there are no requirements for a minimum salary of 750,000 rubles for 1 quarter, however, the process of obtaining permits documents takes a longer period of time and involves the provision of a larger package of documents compared to the procedure for processing documents for the HQS)
