Dear Ladies and gentlemen!
We hasten to announce the adoption of amendments defining the obligation of the hosting party to take measures to ensure compliance with the order of stay (residence) of the invited foreign citizen or stateless person in Russian Federation in terms of compliance with the indicated purpose of entry to Russian Federation, actually carried out during the period of stay (residence) in Russian Federation activities or occupation, as well as to ensure the timely departure of the invited foreign citizen or stateless person outside Russian Federation after a certain period of his stay.

It is stated that the failure of the hosting party to comply with the invited foreign citizen or stateless person's claimed purpose of entry into Russian Federation and the terms of stay in Russian Federation will be penalized with an administrative fine for officials — from 45 thousand to 50 thousand rubles, for legal entities — from 400 thousand to 500 thousand rubles.

The current legislation does not establish the obligation of the hosting party to monitor compliance by foreigners their purpose of arrival and stay in Russia, according to the explanatory note to the legislation.

The legislation comes into force within 180 days after its official publication.

Our company plans to prepare a formal request to clarify the provisions of these amendments on the actions of the hosting party in various cases.

After getting the answers, we plan to hold a series of seminars with recommendations on minimizing the risks of the hosting party and explaining the procedure.
